Two-time American University graduate (MBA, Kogod School of Business; BA, School of International Service), with additional studies at Universidad Nacional Autónoma de México and Harvard Kennedy School of Government.

As an active Alexandria Democratic Committee member, co-created Rock the Blue, an ADC event energizing Democratic supporters and has hosted numerous fundraisers at her home.

Bilingual in Spanish, connecting with Alexandria's diverse community. Eileen and her husband Andrew are proud parents of three children.

Former Alexandria City School Board Member (2006–2009) and named Education Advocate of the Year by Tenants and Workers United for her work to close the achievement gap, especially for immigrant and disabled students.

Federal Leadership
Led international trade and small business programs at the U.S. Department of Commerce and Small Business Administration, working with leaders including the late Secretary Ronald H. Brown.
